Balagoong is a Fillipino term used by playmates to tease the person who is "it"--if they are often or always it. Not sure about its etymology. Sounds like bagoong--which is a Filipino salted shrimp paste. Probably named after it because you'll smell like bagoong after sweating profusely from being "it" most of the time.
If you're curious, yes, I'm often "balagoong" when my friends and I play games when I was a kid. I'm short for my age (even now...hehe) and I also have asthma, but I still like to play. Balagoong or not, as long as I'm outside with friends, I'd still join the game.
